To be fair, anyone with a small chest measurement would be banned from driving MOTORCYCLES, on the logic that a certain amount of upper body mass is needed to adequately control them. Further investigation reveals that the original authors intended to measure the actual chest size, sans boobs. Like the band size on a bra, I suppose. Of course, lots of people heard the words "small chested" and flipped out. It's funny, because what really matters for controlling a motor cycle is leverage, which depends more on how wide your shoulders are than anything.
